Boiler (hot water boiler) periodic inspection is the regular examination and testing, by authorised engineers, of hot water vessels (boilers, accumulators, instant calorifiers) that produce process and domestic hot water. The pressure-side integrity, corrosion protection and safety devices are assessed to keep the explosion, boiling release and corrosion-related risks of these combined temperature-pressure vessels under control.

What Is a Boiler (Hot Water Vessel)?

A boiler here is a closed pressurised storage vessel that heats the water it holds through a coil or electric element to meet hot water demand. In industrial boilers the primary side may be steam or hot water; domestic and hotel-type accumulators and combi boilers fall in the same group. Key inspected components:

  • Shell, nozzles and welded joints
  • Internal coating (enamel, ceramic) and sacrificial/cathodic anode condition
  • Safety (thermal expansion) valve, gauge and vacuum breaker
  • Circulation pump, thermostat and limit thermostat
  • Thermal expansion tank connection and check valve

Periodic Inspection Items

  • Body examination: Search for external corrosion and moisture traces; evaluation of coating-under rot risk.
  • Anode check: Measurement of the magnesium anode consumption level with a replacement recommendation where needed — the leading item determining boiler life.
  • Safety valve: Set pressure check and free-operation test; soundness of the thermal expansion line.
  • Temperature safety: Calibration of thermostat and limit thermostat to prevent overheating (storage temperature thresholds are also evaluated within Legionella risk management).
  • Tightness and pressure: Leak check at working pressure; thickness measurement on suspicion.

Legislation and Standards

As closed systems above 0.5 bar working pressure, boilers are inspected at least once a year under Law No. 6331 and the Work Equipment Regulation. Technical references: TS EN 13445 (pressure vessels), TS EN 12897 (steel-lined hot water stores), the 2014/68/EU (PED) for pressure equipment, and the applicable hygiene regulations for drinking water contact.

Risks and Operator Recommendations

Boiler accidents usually trace back to overpressure and corrosion thinning: a jammed safety valve or an ineffective expansion tank lets the pressure in a closed loop run away. In a boiler with a spent anode, corrosion accelerates, the wall weakens over the years and sudden pinhole leaks may occur. Lack of circulation and cold zones create breeding ground for microorganisms such as Legionella; holding storage at least 60°C with periodic disinfection is a requirement of health legislation. Where water hardness is high, scale reduces capacity and raises energy cost; treated water and annual internal cleaning are recommended.

Pressure rise in a closed volume (failed thermostat plus disabled relief/safety valve), overheating and boiling, internal corrosion (especially with a spent anode), Legionella temperature band violation (40-55 °C) and freeze burst are the leading risks. On gas-fired instantaneous boilers burner-combustion-gas tightness; on electric types the RCD-earth line is the first safety link.

Closed vessels above 0,5 bar working pressure and hot water boilers inside the boiler room plant are subject to yearly control under Law No. 6331 and the Work Equipment Regulation, with proof at 1,5 times working pressure. Consumption-based anode and sacrificial anode checks sit in the manufacturer calendar. Even on low-pressure types, verification of the thermal safety fittings (security group) is essential.

Shell-external corrosion, insulation-jacket control; separate verification of working and limit thermostats (sensor position and cut temperature), safety valve set pressure-relief capacity with check valve-expansion hardware (security group), gauge-temperature indicators, anode condition and internal cleaning-lime examination, gas-side combustion analysis-flue draft and tightness, electric-side RCD-earth continuity measurement, and hot water storage band with Legionella precaution (hold above 60 °C-shock disinfection) audit.

The report carries the finding-measurement-suggestion set and enters the OHS file. The operator schedules anode-draining-descaling, thermostat verification and gas burner maintenance together with the annual control periods. A boiler with blocked safety valve outlet, bypassed security group or shorted limit thermostat is unsafe; water installation changes demand re-verification of pressure-blow-off (air lift) and expansion control.
