Cell Input-Output Inspections

MV cell input-output inspections: disconnector motion, interlock chain, door integrity and secondary injection verification with engineer-signed reports.

Cell input-output inspections verify mechanically and electrically all organs on the entry and exit paths of energy in medium voltage switchgear cells (air, SF6 or modular panels): busbar entry terminals, cable exit glands, disconnector-breaker positions, bolt-door interlocks and earthing plates. The cell is the interface where the operator manages fault in the field: a bolt locking one stage short or a disconnector left in wrong position produces fatal consequences during maintenance or at arc.

Inspection Items

  • Input-output connections: Cable gland-head tightness, sealing and strain supports; insulator-clearance control at the terminal-to-busbar entry, label-circuit matching and phase marking.
  • Disconnector and position: Open-close operation (lever-cam or motorised), dialogue of open-closed position indicators, position switch-auxiliary contact sync, earth position lock; mechanical stress traces and wear.
  • Interlock chain: Door bolt lock, inability to open door without breaker closed, disconnector position-door dialectics; field function test of mechanical-electrical locks, key management chain and bypass trace.
  • On SF6/aged types: Gas pressure gauge and alarms, leakage rate control (sniff test), dew point (moisture) monitoring; on oil cells level-leakage and relay connection.
  • Secondary verification: Relay tripping via secondary injection (including tightness-connection), alarm-breaker dialogue; pilot lamp-indicators and digital comms (IEC 61850 where fitted) consistency; SCADA signal reading.

Rationale and Safety

Cell controls serve two purposes together: that energy can be cut sharply and isolated (maintenance personnel safety) and that door-bolt stays in place under fault current (arc blast protection). Hence interlock functionality is life safety equipment, not optional comfort. Internal arc classification (IAC) and mechanical life cycle count per manufacturer declaration are the reference for cell selection and audit. On the safety side, earthing chassis continuity, warning plates and HV PPE (glove-shield-distance) rules are audited; the key and tag (LOTO) chain must stay intact.

Legislation and Outcome

The control sits under Law No. 6331, the High Current Installations Regulation and panel-operation maintenance specifications. Technical reference IEC 62271 (MV switch-control gear) — notably 62271-200 (cell-panel) and IEC 62271-1 (definitions), arc protection IEC 62271-200 / IEEE C37.20.13 (IAC) and IEC 61850. Hot joint (thermal), loose bolt-under-torque, lost cable-plate seal (moisture-water-animal), faulty door interlock (open-possible to run), broken-high-resistance earthing continuity, disconnector position-lock mismatch, dead demisting heater, clogged moisture filter. A door-control fault in an MV cell carries staff shock-burst risk: urgent service-dead-work-quarantine.

Visual-torque-thermal control yearly (shortened on heavy trip use or hot environment), door interlock function with monthly close trial-log; repeated after an overload-short-circuit event. Work: the dead-working procedure (disconnect-earth-verify-work permit-name tag LOTO), arc-rated PPE category, preventing mechanical damage during in-cell cable access. Records (report-thermal measurement log) stay in the OHS file.
