Electrical Installation - Earthing Inspection

Earthing measurement and control of electrical installations: electrode resistance and continuity tests per regulations, with engineer-signed reports.

Electrical installation earthing inspection measures the resistance, continuity and equivalent potential values of the earthing systems in LV and HV installations with standard instruments and documents compliance against regulation limits. The aim is to verify that touch voltages during fault and leakage stay within acceptance limits, the protective conductor integrity persists and fault current disperses safely into the earth.

Measurement and Control Items

  • Earth electrode resistance: Fall-out-of-potential (3-point) or selective clamp measurement; evaluation against soil structure, season and electrode type. Substation and service earthing reported separately.
  • Continuity: In protective systems (TN), continuity and milliohm resistance of the PE conductor body-bar-busbar; scanning of MEB (main equipotential bonding bar) connections.
  • Protective conductor section: Fuse-breaker current matching audit; conductor break-corrosion control, earth transition boxes.
  • RCD system: Leakage current and tripping time measurement of residual current devices with test instrument — detailed as a separate service on our RCD Test page.
  • Structural: In HV systems, mesh and equipotential zone control; update requirement upon installation changes (new machine, panel).

Legislation and Standards

In Türkiye, earthing measurement follows the Regulation on Earthing in Electrical Installations and its periodic control tables: at least annually in facilities with explosive, flammable and combustible substances and energy production-distribution sites; at least biennially in other facilities as the general rule (the definite period is set from the table per facility class and hazard degree). Measurement techniques follow TS EN 61557 and IEC 62305 (parallel lightning system); the work equipment side links to the maintenance duty of Law No. 6331. Measurement is made by licensed electrical engineers and the result label (year-measurer-signature) stays visible on the panel.

Risks and Operator Recommendations

The most critical non-compliance is a broken protective conductor: the equipment body may stay live for hours during a leakage and any person touching it is at risk. Therefore the PE link must be verified after machine transport and service, and periodic scanning against cable crush and breaks must run. In dry soils resistance rises by late summer; winter readings can mislead, and the measurement date must enter the report note. For growing sites (new buildings, panels, metallic pipes under ground) the system must be recalculated; electrode degradation is caught early with selective clamps. Keeping results as trends allows electrode replacement decisions from resistance increase rate.

Outcome

Scope and period of earthing measurement, continuity and equipotential bonding controls.

Earth electrode resistance (rod method or clamp), facility earth-conductor continuity-low resistance measurement (milliohm; limits at critical points e.g. 0,1-0,2 Ω), equipotential bonding continuity scan, fault-loop impedance and touch-step voltage (where needed) measurement; plus visual-corrosion and torque control of the earth bar-terminal-joint points. Measurements are taken with calibrated test gear under the TS EN 61557/62305 approach.

Under the High Current Installations Regulation (MV), the Internal Electrical Installations Regulation (LV) and the Earthing Regulation, the earthing installation control with a measurement report is mandatory: in accepted practice at intervals not exceeding one year (half-year for flammable-explosive-hygienic sites, and after any facility expansion-change). Law No. 6331 and the insurance-audit side demand the documents; the operator keeps the report-measurement file.

Unmeasurable-broken electrode (high resistance, no leakage path), loose-corroded main bar-terminal (hot contact-resistance), missing bonding-metal part (installation-gas-water-conveyor-structural steel), wiring error on the RCD-fed circuit, earth conductor section below specification and high contact resistance at critical points (panel-generator-hydrophore-motor-trolley). If above limit, the removal suggestion: rod reinforcement, chemical soil treatment, conductor renewal or bonding fix.

The report contains the facility topography-bar-sketch, measurement points-values-limit comparison and non-conformity-removal suggestion, and is valid with a signed-stamped competent engineer approval. It is compulsory evidence for insurance policies, energy-distribution acceptance certificates, OHS audits and the fire file, and a technical defence document in a fault-accident. The operator keeps results as a trend against the next year and re-measures after change-renovation, so touch-voltage and leakage faults stay under managed risk.
