Heating boiler periodic inspection is the regular examination and testing, by authorised engineers, of hot water heating boilers that provide space heating and domestic hot water in buildings. The boiler body integrity, flue passes and safety devices are assessed in order to confirm safe operation under pressure and to prevent explosion, leakage and fire risks.
Heating Boiler and Scope
A heating boiler is a pressurised heating device that heats water inside a closed vessel above atmospheric pressure and supplies hot water to the heating circuit. In fire-tube types, flue gases pass through the tubes while water surrounds them from outside. Main inspected components:
- Boiler body, front and rear doors and smoke tubes
- Circulation pump and expansion line
- Safety valve, pressure gauge and thermostat/limit thermostat
- Burner, gas fuel line and automatic shut-off equipment
- Insulation, paint and corrosion condition
Operations During the Periodic Inspection
- External examination: Checking the body for corrosion, deformation, leaks and the supports.
- Internal examination: Inspection of heating surfaces for scale/deposits, cracks and wear, and determining the cleaning need.
- Safety device test: Functional control of the safety valve set pressure, gauge accuracy, limit thermostat and low-water safety.
- Pressure test: Strength and tightness verification via non-destructive testing or hydrostatic test depending on the standard and boiler age.
Legislation and Standards
Heating boilers are subject to Law No. 6331 and the Work Equipment Regulation. The relevant standard for heating boilers is TS EN 12828 (hot water boilers), and for pressure equipment the 2014/68/EU (PED) is applied. In natural gas systems, gas tightness and chimney inspection by authorised bodies are also important. Boiler room ventilation and flue draught are included in the overall assessment.
Inspection Period and Recommendations for the Operator
For heating boilers, planning the periodic inspection before the heating season — generally in autumn — provides the most appropriate timing both legally and operationally. The most frequent non-compliances encountered in the inspection are limescale deposits on heating surfaces due to absent water treatment, a rusted and seized safety valve, and a pressure gauge that has lost its function because of a broken glass or zero drift. Beyond measurably increasing energy consumption by slowing heat transfer, the limescale layer raises the plate temperature and paves the way for body damage. Therefore, alongside the inspection, operators are advised to maintain regular water treatment control, daily water level and pressure checks, and end-of-season cleaning. Burner and chimney cleaning intervals also vary according to the fuel type (natural gas, fuel oil, solid fuel).
Outcome and Reporting
At the end of the inspection, a signed periodic inspection report on the safe use of the equipment is prepared, including non-compliances and recommendations. Yes. Heating boilers on natural gas, fuel oil, coal or biomass are work equipment; under Law No. 6331 and the Work Equipment Regulation their periodic inspection, measurement and tests must be documented. Hot water boilers are proofed at 1,5 times operating pressure; steam heating boilers sit under pressure vessel rules. Yearly control before entering the heating season is also good operating practice.
Bypassed safety thermostat-limit thermostat and pressure relief chain, burner flashback, CO accumulation from flue deposit-blockage, closed combustion air louvres, weakening gas-tightness and failed expansion-level control are the leading findings. Combustion quality-excess air-CO level is measured by flue gas analysis, and ventilation-detector bonds are verified.
Visual shell-corrosion-permit and flue-water side examination; safety thermostat, pressure-temperature gauges, safety valve (steam type) set pressure; automatic air vents, circulation-system pump and valve manoeuvre controls, burner combustion analysis and flue draft, tightness with gas leak tester, boiler room ventilation and gas alarm-cut scenario, water chemistry and insulation-surface control, plus electrical earthing-bonding measurement.
Control results are recorded in a boiler-based, measured, finding-levelled report; unsafe findings produce a written warning and out-of-service recommendation. The operator keeps the report and boiler room documents in the OHS file, plans the annual control together with the burner maintenance season, and renews the control after renovation-capacity-fuel change. A right report is both the next season's comparison baseline and the audit evidence.
