Periodic inspection of manlifts and MEWPs: scissor structure, hydraulics, guardrails, emergency descent and tilt sensors. Engineer-signed reports.
Manlift periodic inspection is the at-least-annual examination and testing, by authorised engineers, of scissor and boom mobile elevated work platforms (MEWP) that carry personnel to working heights. The carrier structure, hydraulic lifting organ, platform safety equipment and control-electric systems are assessed. Roller or walkie platforms and self-propelled types are evaluated under the same scope. Because they carry people, these machines are examined with the strictest logic reserved for personnel-carrying machinery.
Components in Inspection Scope
- Scissor arms, pivot pins and bushings; chassis and counterweight
- Hydraulic lift cylinders, hose-line, tension valves
- Platform: guardrail, gate/chain, toe-board and standing surface, harness anchor points
- Controls: upper and lower boxes, proportional levers, emergency stop and limit devices
- Emergency descent system (manual valve or hand pump), levelling (outriggers) and pressure switches
- Electrical and battery: insulation, connector, BMS; wheel brake (on inclined types) and tilt sensors
Periodic Inspection Items
- Structural examination: Cracks and permanent deformation in scissor and chassis weld zones, pin-bushing clearance measurement, rust and impact traces. Guardrail height and closing direction are checked against the standard.
- Hydraulics: Hold-drift test at nominal load (two persons plus tools); hose and cylinder leaks; burst valve verification; functional trial of the emergency descent manoeuvre.
- Safety and control: Upper-lower limit, tilt sensor, overload and platform gate interlock test; emergency stop in control box; wheel brake and outrigger position switches.
- Electrical: Battery terminal oxidation, insulation resistance, cable gland damage, alarm-signal circuit and lighting.
- Function test: Full lift-descent cycle, driving-steering (on self-propelled) and brake stop control; presence of capacity plate and operator manual.
Legislation and Standards
As personnel-carrying work equipment, manlifts are subject to periodic control at least annually under Law No. 6331 and the Work Equipment Regulation; working-at-height procedures and operator licence (work machine authorisation) are administrative conditions. Technical references: TS EN 280 for mobile elevating work platforms, TS EN 1570-1 for low lifting platforms and TS EN 60204-1 for machine electrics. The regulation looks for the integrity of platform, guardrail, harness anchorage and the emergency descent chain.
Risks and Operator Recommendations
The scissor nip point and falling from the platform stand at the centre of incidents; therefore the gate-lock and harness anchorage rank high on the checklist, and corporate rules and audits must prevent the habit of boarding without a belt. Ground failure under outriggers and tipping on gradients become fatal when sensors are bypassed; the levelling indicator and pressure-switch functions must be tried every shift. Outdoors, wind speed must stay below the manufacturer limit and proximity to overhead power lines observed. Hose replacement and periodic oil control must be recorded per the manufacturer calendar.

FAQ on Manlift Inspection
A manlift (scissor or boom mobile elevating work platform-MEWP) is lifting machinery carrying people high: a fault moves a human up and down, and fall and tip-over risks are directly fatal. Fall protection-railing-locked gate, stabilizer (outrigger) state, pothole-stuck risks, capacity-overload-tilt limits and wind-inclination automation are the core of the control. It runs yearly under TS EN 280 and the Work Equipment Regulation.
Hydraulic scissor-arm-boom cylinders, leaks, drop (burst) valves and level; platform railing-gate-kit interlock function, harness tie-off points, tilt limit-alarm cut, load sensor-overspeed, outrigger position switch-collision warning, battery-charging-leak-earth (electric) or engine-diesel-emission-noise (IC) control; travel-brake (park)-tyres-wheels-rims-play, steering-manoeuvre (4WS), control buttons-neutral-safety step; ground pressure pads-label-capacity chart, emergency manual lowering scenario trial and daily check forms.
Failed railing or gate lock, disabled tilt or overload automation, leaking cylinder with no drop valve (platform fall), dead stabilizer position sensor, non-working emergency lowering, brake not holding, burst tyre-cracked rim and missing load chart: red tag, out of service, return after repair-verification. Usage rules in the instruction: no lift-off without stabilizers on grass-sand-sloped-soft ground, wind speed limit, mandatory harness, no climbing over the platform edge.
MEWP operator licence (training certificate) and shift card (pre-lift check: alarm-tilt-railing-brake-control) are mandatory; goggles-harness-helmet PPE with tower-fuel (stop during filling) procedures written. Site plan: floor load capacity control, overhead power line proximity (distance), wind limit and descent plan. The yearly engineer control coordinated with manufacturer maintenance (hydraulic oil-filter-seal, battery); all records live in the OHS file.
