Manual pallet truck periodic inspection is the examination and testing, at least once a year by authorised engineers, of the hand-pumped hydraulic equipment that lifts and moves palletised loads. The pump and ram, forks and rollers, tiller control and capacity plate are assessed. Their low cost and simple appearance do not reduce the risk of an equipment that moves a ton or more with human force; fork failure or uncontrolled travel are everyday causes of crush and tip incidents.
Structure of a Manual Pallet Truck
A manual pallet truck ("pallet jack") consists of the following organs and the inspection is built on them:
- Ram (twin cylinder) and lift pump: seals, suction and pressure valves
- Load wheels and steering: front rollers, rear wheels
- Fork profile and skid rollers (for rack use)
- Tiller: hydraulic release lever, squeeze control, grip sleeve
- Load plate, WLL label and manufacturer data
Periodic Inspection Items
- Hydraulic function: Lifting test at nominal load; hold (drift) measurement at top position; stable behaviour of the lowering control.
- Valve and seal check: Leak traces at ram joints and pump shaft; function of the overload valve if fitted.
- Forks and rollers: Cracks, dents, bending; roller rim wear, washer clearance, bearing noise; missing or damaged rack skid rollers.
- Tiller and control: Release lever stopping the descent, kinked linkage, grip integrity; the relationship of tiller steering angle to braking behaviour (gradient control at low speed).
- Plate and capacity: Readability of the WLL value; research for overload use traces (permanent deformation).
- Function test: Loaded travel, downhill control experience, emergency lowering; observation of holding distance at operator force.
Legislation and Standards
Manual pallet trucks are subject to periodic control as work equipment under Law No. 6331 and the Work Equipment Regulation. Technical references: general safety rules of TS EN ISO 3691-1, TS ISO 3691-5 for manually propelled trucks and the ISO 22915 / EN 1757 family for design. Equipment without a capacity label may not be used under the regulation; this deficiency is reported as a non-compliance.
Risks and Operator Recommendations
The most frequent field findings are a leaking ram (the load cannot be lifted or sinks on its own), cracked forks and disintegrating wheels. Uncontrolled reverse travel on ramps or joint plates drags the operator into crush position; therefore keeping the tiller in the braking (down) position must be reinforced with training. Rubber rollers slip on wet or oily floors and frozen hard wheels reduce traction. Pushing a loaded truck is preferable to pulling it for visibility and control. Safety footwear, guarding against a load dropped onto the foot zone, must be audited in pallet truck areas.

The hand pallet truck is lifting gear for loading-stacking; under the Work Equipment Regulation it is treated as work equipment within periodic control-maintenance scope. Despite its simple build the risk must not be underestimated: an unexpected drop of the hydraulic system, a broken-off wheel or a popped fork-hanger pin topples a pallet with people around it and injures. The yearly control regime is recorded on site; the daily pre-use visual stays with the user.
Hydraulic pump-cylinder: push-pull stroke feel, load hold (seepage-drop) trial, oil level-leak traces, lift homogeneity unloaded-loaded; chain-tension-link and seal; fork bending-weld zones, nose-hook wear, scissor-hanger pins-bushings (play-wear), wheel (polyurethane-nylon) rim-cam wear-crack-shedding, axle-bushing play; brake-hold-neutral (tiller) automatic return spring; tiller hinge-joint soundness and capacity plate readability.
Load not held from hydraulic oil leak (cylinder seal, pump gasket), heavy pumping, broken-loose chain, scissoring after fork pin wear, polyurethane wheel cracking-shedding and axle play (bouncing-slipping), broken tiller spring (uncontrolled return), seized pins-bearings from rust. In heavy use (pallet-threshold crossings) shock loads grow fatigue cracks at the fork root; this break type is sudden and dangerous.
A ten-second pre-shift check: lift-lower trial and hold observation (10-20 cm in the air), wheel-pin sight, leak traces, sound. No over-capacity, side-loaded travel or carrying people; ramp-stack slope limits in the instruction; avoid shock loads on damaged pallet feet. Oil-seal-wheel change suggestions are scheduled in the periodic control; tagged faulty gear leaves the user and returns after service verification. Records stay in the OHS file.
