Periodic inspection of lifting and handling machines is the regular examination and testing, by authorised engineers, of equipment used to lift, lower and move loads in the workplace. Ropes, chains, hooks and sheaves, brakes, safety limiters and the load-bearing structure are assessed. Because this equipment group carries one of the highest fatality rates among workplace accidents, it is specifically graded in legislation.

Components Examined and Tests Performed

A standard lifting machine inspection is built from the following items:

  • Organ examination: Rope lay, broken wires, rust and deformation check; chain wear and elongation measurement; hook throat opening, safety latch and crack search (non-destructive testing where needed).
  • Brake and coupling: Load-holding (slip) test under load, brake lining wear and winding control.
  • Safety limiters: Verification of upper/lower limit switches, load moment indicator/overload cut-off, alarm and shut-down functions.
  • Load test: Functional verification at nominal capacity; static and dynamic proof tests after erection, relocation or major repair and at the intervals foreseen by the standard.
  • Structure and rails: Crack search in weld zones, bolt tightness, rail alignment, buffers and end-stops; rail edge integrity.
  • Electrical equipment: Panels, cable festoon track, insulation and earthing continuity, emergency stop.

Legislation and Standards

Lifting machines are inspected at least once a year under Law No. 6331 and the annexes of the Regulation on Health and Safety Conditions in the Use of Work Equipment concerning lifting equipment; the interval is shortened outdoors and under heavy duty. Technical references are TS 10116 and the TS EN 13001 series (cranes), FEM rules, ISO 3691 and TS EN 1757 for industrial trucks, TS EN 14492 (jib cranes) and the TS EN 13155/13157 series for low-lifting appliances. The general rule of the regulation is that lifting accessories (slings, hooks) are inspected at least annually, and magnetic lifters every six months.

Reporting and Follow-up

At the end of the assessment an engineer-signed periodic inspection report is issued and non-compliances are graded minor/major/critical. Equipment with a widened hook throat, discarded rope or failed load limiter is immediately taken out of service and tagged. The report is the official evidence presented during audits and before labour courts. Yes. Under Law No. 6331 and the Work Equipment Regulation, lifting machines must be inspected at intervals not exceeding one year; some equipment (magnetic lifters, slings and accessories, given the nature of the work) carries shorter periods. Where the regulation or the relevant standard (TS EN 13001, FEM, the TS EN 1459/1757 series) gives a narrower term, that prevails; controls are done and documented by competent examination engineers.

Rope winding disorder, wire breaks and corrosion; hook throat opening and lost safety latch; brake misadjustment or failure to close; disabled-or-faulty load moment and limit switches; hydraulic lift cylinder leaks; rail-brake-tyre wear and frame cracks; broken electrical leakage-earth continuity. Most findings result either from missed maintenance or from exceeding load limits.

The equipment being clean and reachable, the technical file-declaration-last report ready, capacity plates readable and operator daily check forms presented are sufficient. For critical lifts (function test under load) a work-stop and exclusion coordination is needed. After the report, unsafe equipment is tagged out of service and returned repaired-verified.
