Roof and Work at Height: Fall Prevention Systems and Their Controls
Falls are the first cause of fatal work accidents. This guide covers first collective protection (guardrails-nets), then the selection and examination of personal fall-arrest systems, roof access planning and rescue procedures.
Work at height is any job on a roof, machine platform, rail walkway or crane cabin where a level difference creates fall risk. Falls rank first in fatal accidents — and most arise not from total absence of protection but from protection made invalid by temporary-loose-expedient-negligent use. The legal logic is simple: first make the height unnecessary (work from ground), then collective protection, last personal fall arrest and rescue plan.
Steps of the Protection Pyramid
- Collective: fixed guardrail, fall arresting net, closed platform — no personal choice, the system protects everyone. At the roof edge the walkway and skylight surroundings with guardrail come first; work over skylights is forbidden, they carry no load.
- Access: fixed stair-handrail, roof hatch lock, temporary scaffold erection-conformity record; on mobile elevating work platforms the (manlift periodic inspection) basket-controls-outriggers are yearly audited.
- Personal: full body harness + energy absorbing lanyard + certified anchor-sling; free-fall distance, pendulum effect and lower rescue plan computed in advance.
Examination of Fall Arrest Systems
Line-life, rail, L-block and anchor points; per manufacturer and law subject to annual competent examination: concrete-steel anchor pull verification, rail-cable tension-blocks, harness-stitch-metal parts. Any gear that arrested a fall leaves service immediately. The structural element carrying the hook must have documented capacity (minimum around the 12 kN practical target) by static calculation or manufacturer data. On machine platforms the rail-top-toe-board integrity is reinforced by the machine-tool examination.
Plan, Training, Incident
- Job plan: height-duration-weather criteria; storm-ice-lightning stop thresholds are written.
- Training: harness-hook-anchor-rescue practice; yearly refresh — an unpractised worker does not know the site by definition.
- Rescue: a suspended person must be recovered within minutes (orthostatic shock); plan, equipment and drill logged.
Height safety is not the harness itself but the verified integrity of the system the harness attaches to. Control yearly, observe every shift.
